Insurgency: Sandstorm - Desert Veteran Weapon Skin Set

I purchased this skin pack and i didn't get my content

Says i own it, but not unlocked.

DLC doesn't work.

I bought this on my home account, had it on just the home account, talked to support, they said dlc's dont cross over accounts, was confused because all the other dlc's did becides this and the dusty, cried, wept, thought this is just a money grab now.

I purchased the collection for the newest add on pack and it is still showing as locked content. Upon opening the game and viewing the add on content it states that I do infact own the gear yet I still cannot equip/have access to the newly purchased add on content. If anyone has an idea as to why or how to fix this let me know.
