Tropico 6 - Return to Nature

Its got a great small town rural vibe lots of fun

They brought back being able to place INDIVIDUAL little deco items like benches, trees, etc. but there's TONS to choose from, AND you're not limited to one per square like parks. In fact, there's a little box you can tick that "disables restrictions", meaning you can throw decorative fighter jets in the High School or put a Hot Dog stand on the Palace Roof. 10/10. Must-have if you're a beauty builder.
