Provides mid-tier weapons for all characters. You'd need to be done with the story, be on to the endgame content, then do a lot of grinding to get a weapon as good, and this DLC gives weapons to all 170 characters. They are much weaker than the endgame X weapons with perfect attribute builds and etc/they won't carry you through post-story content - the main benefit is being able to competently play any character immediately without needing to build them a weapon.
