You can local split-screen up to 4 players on the same console. You have to make a custom game. Then you choose any of the game modes, and maps. Last, it will show you a list of all the players. While in that list, turn on any extra controller and a button at the bottom will appear: RT add player. Then you'll get a message to add controller as player, and voila! Now repeat the last 2 steps for the other players, max total of 4 players local. You can make the game private by tapping the lock in the upper right corner while in player list.
